The City of Hillsboro began developing the comprehensive "Smart Growth" plan in 2001 with the help of MSA Professional Services.
The first City of Hillsboro Comprehensive Plan was approved by the Common Council on May 17, 2003.
In 2015, the city began the process of updating and amending Chapters 2, 3, and 10 of the Comprehensive Plan with the assistance of Vierbicher Associates.
On May 16, 2016, the Common Council amended and adopted changes to the City of Hillsboro Comprehensive Plan for Economic Development and Housing.
